I suggest you use maze backgrounds as wallpaper for your desktop and not a background for a webpage since text is very difficult to see when placed directly on top the graphic. However if you do your text in a table with a solid background similar to this one, using it as a background can work. It just takes some creativity. You can place your entire content in a table like this and make the background look like a border around it. Always think of ways to use a background other then placing text and images directly on it. Sometimes visitors think it is really creative and wonder how you did it not knowing that it was something so very simple.

This one might work with really dark colors but it still can be difficult to read. I highly suggest the table approach, or if you know how to manipulate graphics, create a left or right border with this graphic and make the rest of the page white space for your content.

Like the light blue, it looks like any dark color when bold, especially black works really well. But as always keep in mind that it still may be too bright and therefore difficult to read with text directly on the graphic.
